In place of sales tax, North Carolina charges a Highway Use Tax (HUT) of 3% on the retail value of a vehicle whenever a certificate of title is issued, which comes to $750.00 on a $25,000 purchase with no trade-in.

The retail value is the sales price of the vehicle, including any accessories attached when it's delivered, less the amount of any allowance the retailer gives for a vehicle taken in trade.

The tax is capped for some vehicle types: $1,000 for a commercial motor vehicle, and $1,500 for a recreational vehicle. There's no equivalent cap for an ordinary passenger car, though a new resident titling a vehicle they already owned out of state pays no more than $250.

North Carolina Car Title and Registration Fees

A North Carolina certificate of title is $66.75, and registering a private passenger vehicle is $46.25. Both are billed together with the county's annual vehicle property tax under the state's Tag & Tax program.

Registration feeRegistration$46.25For a private passenger vehicle. How North Carolina Car Sales Tax Is Calculated

    1. Start with the purchase price, including any accessories attached at delivery.
    2. Subtract your trade-in allowance.
    3. Multiply the result by the Highway Use Tax rate of 3%.
    4. Add the $66.75 title fee, $46.25 registration fee, and the county's annual vehicle property tax, billed together, to reach your out-the-door price.

The Highway Use Tax is capped at $1,000 for a commercial motor vehicle and $1,500 for a recreational vehicle; there is no equivalent cap for an ordinary passenger car, so the 3% rate applies to the full retail value.

Durham, Orange, Randolph and Wake counties each add a small county registration tax and regional transportation tax, typically $1 to $10 total, on top of the standard registration fee.

North Carolina requires registration fees and vehicle property taxes to be paid together, so check the NCDMV's Tag & Tax program for your combined bill. Read how a trade-in affects sales tax to see how North Carolina's Highway Use Tax compares with other states.
